I bought F:NV this morning on Steam. It said that there was an additional discount (about $5) for being a previous owner of F3. Well, I do but it is a non-Steam copy of the GOTY. My Steam price did not include the additional discount. Does the fine print, somewhere, say I have to have a Steam copy>

Probably, there would be no way for them telling otherwise. It was also my understanding that you could take your non-Steam games and put them in to Steam, perhaps if you do that you can get the discount, but I don't know if they'll allow that retroactively, you'd have to ask the Steam folks.
