Yes: there are so much empty place in FNV who are not use very good. Like Primm for hi Casino Bison Steve: this can became a mine of opportunities. if just they can have one (have you lissen me Obsidian?)

What about Bonnie Springs? maybe after you clear out the vipers some wastelanders move in or something. However I felt like most of the existing towns were a little meh with only 2 or 3 quests. (excluding Freeside and The Strip.) I also thought Nipton would have made a good Legion fort.
