What happens if a light Operative disguises himself as a Heavy and then does some moves exclusive to the light.
What the heck would that look like? Or would the Operative be limited to the movement options of his disguise?

If a Light disguises as a Heavy, He looks like a Heavy but still moves like a Light. So if you see a Heavy doing Light moves, you know he's a disgu8ised Operative. It's things like this that will give away disguises.
