I can almost buy the legion goals, it's just without seeing any new info on them.
And the dropping of female cults that was planned in VB, I really don't think what you see in NV offers anything to those you visit in game.
That and the dam seems to hold no connection to those goals other than conquest.
If details in game showed greater plans that held no "eviiiillll" intent it would add some depth to them and their cause.

I agree. The legion was done poorly in this game, they have the fewest sidequests, least land, least merchents, most companions hate them and all yousee is them killing, enslaving and genreally being [censored]s. You dont see the order they have, the socities they have made. And really I think its a shame. The game could have done with a few more months of development, because thre are plenty of empty places for the legion, and they should be on equal footing as the ncr, who also invaded the mojave.

I don't really think even more time would have helped tbh.
If you look at the state of things NCR have invaded, but mostly have been invited to stay as they offered alot to the Mojave factions.
Don't forget the rangers you see are mostly desert rangers and are from the Mojave, or at least originally so.

CL was always an invading force, not one welcomed by any one who had remotely good intentions in game.
Since the game is based on a single map, the dam is the big finish piece and the Mojave is the central theme / hero.
You can see that the Legion would always be stuck in that other camp, you know the bad guy one.

Where it failed imo, is that the legion was not given enough dialogue.
caesar yes he has plenty, but mostly it's 4 - 5 people only one of whom shows independant thinking, or any intelligence at all.
Then in the camps you have 2 people, one of whom is neutral only there for security and slight profit.
The other with first hand knowledge of their way of life, and leaves little misunderstanding as to how bad it is for a large slice of the population.

The feeling I get is that the legion never was going to get a more balanced view.
At least not in this game, the epilogue hints at what they can do, but after seeing the entire game what they actually do it's a small McGuffin at best.

So maybe another FO will expand on them, and may with pressure show less of a one sided, single minded faction.
The thing I expected from the faction was that they were starving in their terratories and that holding the dam and the Colorado was vital to their very existence.
However it turned out just to be conquest and glory, which makes me personally bored.

1. What is your favorite faction in New Vegas? -House.
2. Which one would you like to control Vegas? -House.
3. Which one would you like to control Mojave? -House.
4. Which one would you like to control entire Core Region and Arizona? ....Hmn.. NCR.
5. Which one do you think has the best key-ring parties? -ESL here. First time in a while I have stumbled across a term I don't know... "Key ring party"??? -wat?
7. Hmm, what faction from FO1, FO2 or Van Buren would you like to have been included in New Vegas that wasn't? -Shi. Would have loved to see them there. Pleanty of reasons for them to be in or around Vegas. Asians love to gamble, tech to be had, ect.

6. Feel free to explain in detail as to why you believe that [faction] is best suited for the job. :)

-House would be best suited I believe. I've listed alot of reasons on quite a few topics but really I see him as the guy who can keep post apocalyptia interesting whilst exporting his model to other areas of the US. Besides he is a geniuous and the mere fact that he survives at all blasts most odds to hell.

Vegas would prosper first and then the mohave second under house. There would be a trickle down economy as House got his plans underway. He would have alot of caps but the caps would be nothing more than a tool. A tool for him to see his vision of vegas and even humanity come true. He doesnt demand idle promises of fealty, taxes or honor. He demands efficiancy and evolution. He wants power sure, but he doesnt build his desire for power on the backs of slaves or on the empty words of politicians backed by brahmin barons. Simply put House would turn Vegas into a city state that could grow into a small independent nation. From Venice to Monaco.

First there would be the Strip expansions. He would need more glitzy places for people to play cards, buy hokers, drown their sorrows and sleep off their hangovers. That means renovating new properties, ensuring proper power supplies, sanitation and more people employed in the new service sector. He would need professionals to renovate and maintain buildings, an educated workforce to work as hotel concierges, accountants, construction workers, croupiers, engineers of all sorts, doctors to prevent epidemics, running water, people to act as bodyguards or policeforces, even a militia at some point. (Securitrons are expensive to repair, and a hick with a rifle is easier and cheaper to replace than a robot that cant be built in the foreseable future). He would need people to maintain, run and repair Hoover dam (selling off power to NCR for political favors, cash or trade deals aside from keeping them content enough not to consider annexing him). That would mean schools, universities, bootcamps, medical clinics/hospitals to keep his workforce educated and healthy.

Then he would need to make the mohave a safer place. Whats the point of having people flock to Vegas if they get robbed or get a disease on the way there? Those caps are caps that House has plans for.

And with more people in Vegas there would be a demand for more food comming to the city. Why send for Brahmin meat from the NCR and risk both cattlethieves, getting stiffed or boycotted when a bit of Irrigation, security and a few knowledgeable (cattle)farmers can deliver goods cheaper and safer? Sure alot of the farmwork would be labor intensive but with urbanisation and the prospect of safety and a regular paycheck House would have plenty of labor available to him.

In short New Vegas will be the first drop of civilization in the parched Mohave. A drop that will spread like rings in the water outward from Vegas.

After a time House could consider moving his "Model" to other areas. A "New Dallas" of Gaming. A "New Mexico". A federation of city states under the rule of House (and later me). Sure I would build my progress on the Caps of others and many of the caps I payed out in saleries would eventually find them back to me in the "cradle to grave" Keiretsu of House, but nobody forces people to play my games, live in my hotels, or drink my booze. I provide luxory and a safe haven for those that have skills that can be used and those that can pay the price. And with the tech and blueprints of Robco and affiliates behind me, factories, new robotics plants, Better and safer travel by plane, train or horseback... even cars or motor bikes. The sky is the limit. And everything would happen in a technocratic "Benevolent Dictatorship" backed by the vices of men and the visions of a genious, and his apprentice. No feeble vying for the lowest common denominator of the people. No need to have Brahmin barons dictate my policy to ensure I got my name and image out to as many voters as possible. No "legates" riding high on waves of popularity able to cast me and my people out into wars that are unwinable and undesireable as they return to vie for the presidency. Only a clear cut goal. "Adapt, Overcome, Evolve, Explore".

Vegas would be a safe place for me and others to raise a family and start a dynasity. Its really a no-brainer for me.
