NCR: Godsends or Satan in Disguise?

I find the NCR to be pretty grey. The higher-ups are somewhat corrupt, they're too expansionist for their own good, and I find some things like what happened in Bitter Springs and Jacobstown to be abhorrent, but the men and women on the ground for the most part seem to honestly want to help the citizens of the Mojave.

I remember helping the power gangers take over goodsprings and afterwards i asked him about the NCR and he said something like

Hah New california republic. Nothing new about rich fat politicians screwing over us regular folk

Personally I support the enclave 100% but NCR is useless thats why i threw general oliver off the hoover dam!
