Yes he is cringingly the most evocative voice in the game.
Whiny, obsequious and just plain ol' weird.
It reminds of Peter Lorre playing the most wretched wretch in wretch land.

My guess would be too much time around the Legion Mongrels as well. Even though I hate the Legion in all their primitive glory, I find Antony somewhat intriguing. I like his voice and the way he says "Later.".
