The Legion is neutral toward me even when it says "vilified" in the stats, they don't attack me until i attack them?...is it a bug or what??

Have you made it to the Strip yet? That happened to me when I reached the Strip, but hadn't talked to House. Went to Vegas intending to talk to House, got side tracked as usual, and left. Legion and Powder Gangers were neutral though the Pipboy listed me as vilified by them.

Yes that is exactly what i did to, is it going to be corrected if i talk to Mr House?

Not with the Legion. When you leave, you will be told Caesar wants to talk to you. You will be given a pass so you can see him. You will be reset to Neutral. However, if you keep killing Legion, the pass will be useless. The Powder Gangers in the Goodsprings area went back to being hostile. Those near Vegas stayed neutral. Though both are Powder Gangers, I think they are sub factions.
