In Fallout 2, the Broc Flower and Xander Root did nothing, unless combined into Healing Powder. Healing Powder had a -1 PER and +8 to +18 HP (depending on medicine skill).
In Fallout New Vegas, the Broc Flower gives 1HP over 14 seconds, and the Xander Root gives 1HP over 4 seconds. Made into Healing Powder, you get the -1 PER debuff, and only +1HP over 18 seconds. Indeed, the whole is less than the sum of its parts!

I don't understand 14+4=18 hp a second so i don't see what your talking about but if your talking about -1 per its cause combined it makes you sleepy

The two individual parts in rapid succession will give +2HP a second for the first four seconds (for 8HP) and another 10HP for the remaining 10 seconds -- so, it still seems to be the same 18HP anyway, and you receive it a little faster.
Maybe as your Medicine and Survival skills change, the advantage in the healing powder will become more evident...

With 23 survival I'm getting 2 hp for 18 seconds so I'm getting more health than the two
I just drink Sunset Sarsaparilla. It's heavy, but is the best and most plentiful healing potion around for non-critical healing. And you get money for using it
