You mean level-scaling like Bethesda's games? No. Areas that are difficult at first will become less so as your character becomes more experienced.

I think there might actually be a little, but it's very subtle if so. But for example, I seem to encounter more plasma weapons on enclave soldiers at higher levels than at lower levels. Hardly conclusive, though.
