May be a spoiler below :spotted owl:
Spoiler
Classic Pack because its the only one I got and the armor is better than the Vault 21 Suit Doc Mitchell gives you, and the Canteen helps in hardcoe Mode (I think) and the Weathered 10mm Pistol, is better than most guns you get at the beginning.

Mercenary I guess.
You can easily get melee/guns/EW weapons at the start.
Explosives on the other hand is more tricky to play.
Mercenary pack would give you a grenade rifle right off the bat.
Now if they'd only fix the [censored] merchants to actually sell 40mm grenades it'll be all fine and dandy. <_<

Early on in Novac, Dino Bite Gift Shop, Cliff Briscoe, he sells 40mm Grenades.

Not always IIRC.
They're shop items change from time to time.
And honestly, I found it one hell of a lot easier to find missiles and high-explo 25mm ammo.
Really.
It's easier to get ammo for two of the strongest weapons for that class than it is for any other weapon in that skill. (Excluding dynamite, that's freaking everywhere.)

I find 40mm all over the place...what would be nice is if you actually could kill anything with it. On Normal it takes me 3-5 shots to kill a fiend with a Grenade Rifle....I just hoard it until I'm ready to go get Mercy.

I got the classic pack because I had to trade up to get NV, which means that I had to buy from Gamestop. While the Weathered 10mm is OK, I never took a shine to it so I never used it much.....on the other hand I love the Vault 13 Suit because it looks and and is cheap and easy to repair and has a decent DR. My current character is Level 26 and I'm still wearing it. I'm not playing hardcoe but I still carry the canteen because it does slowly heal you. If you want to play hardcoe the canteen becomes quite useful.

My only qualm with the Classic Pack is that they used the wrong font on two of the items... It's pretty jarring, really, to see that in FONV in general, the numerals on Vault doors and elsewhere in Vaults is in the wrong font.

I got the Mercenary Pack with my preorder. I'm good with it. If I had to choose again, I'd go with the same one.

Caravan pack, here, the Lightweight Leather Armor is the best, its light and has a good DT, the Sturdy Caravan Shotty with slugs solves all low-level problems. Weapon Repair kits are godsend. Binocs are helpful, saved me from a deathclaw pack.

Caravan Pack here thanks to Steam. While I somewhat loathed seeing the Caravan pack compared to the Classic, I was wondering how the Sturdy Caravan Shotgun would perform, after playing with it, it's an amazing weapon for the start.
The lightweight leather armor is useful as it can be repaired with leather armors, and you find quite a few at the start of the game.
The thing that shines the most for me is Binoculars. They were pretty decent vanilla but when you slap on a mod that http://www.newvegasnexus.com/downloads/file.php?id=34715 and http://www.newvegasnexus.com/downloads/file.php?id=37060, that right there is a winner you'll use for the rest of the game.

Weapon Repair kits were the cheery on top.

I have the Mercenary Pack, well I got it when I bought the game the morning it came out from Best Buy. I have to say I still havent installed it and dont know if I would. Not even sure if I were to activate it and install it if I would even use the stuff.

I dont really use grenade rifles, I mostly use convential rifles and hand guns. But I guess it wouldnt hurt to load it up and give it a try on my next play through.

I wanted to get the classic, but ended up settling for the Caravan, because Walmart didn't charge me any shipping, and it got to my house on the release date. I'm pretty happy with it, lightweight leather armor usually carries me all the way to novac unless I run across some raiders with Reinforced leather/Metal armor, and the shotgun I still use at around lvl 20 for close range combat, and back-petaling from those [censored] cazadores.

Same here, I got all the way to Vegas with just the Leather armor. I upgraded to Reinforced leather armor around Novac when I first got it. Now since I assinated that bounty hunter in vegas I am wearing his clothes. But I am leaning more and more towards installing the bonus pack I have just to have it associated before they get smart and kill the code lol.
