I've been playing a lot last night and this afternoon and every game I've been in everybody's connection has been at least 3 bars and its been so much fun. I literally haven't enjoyed the MP of a game as much as this in ages. Do they have some kind of live tuning system in place like Black Ops? It seems like the MP is getting better in regards to putting you in really laggy games.

I don't think they have confirmed anything as far as how MP updates will work although for the big things we need to download patches. I know they can alter playlists without updates as we all found out during the beta when pier 17 showed up because them were messing with the servers.
The reason you may have been getting better games today may be due to playing at a different time of day if you were last playing at night, or you may have just been lucky enough to join good connections.
