Usually companies like 1-C and Buka do the localization in Russia as far as i know.
I don't know if they plan to do it. If they do, you might have to wait quite a time.
You can try to learn which company is going to do it and contact them.

Im trying to learn german, and since i know this game like the back of my hand, i hoped you could at least change subtitles, but you cant :sadvaultboy: .

Which is strange, because Fallout was pretty Russian friendly before.
