1) 64bit operation system (because game can use memories more than 2048 mb)

2) 4 core cpu

3) Memory 4 GB (DDR2 or DDR3)

4) graphics level of gf 285 (better is gf 470 or 480 because DX11)
SLI for extreme only.

You can understand more precisely if will understand the budget.

PCI Express 2.0 give +2% to 4% system speed up

Yeah, but 4-8% can amount to 5fps, which can make a difference, and upgrading to those technologies helps push advancement along and increases your upgrade options in the future.
