Most useless or Best Perk

I am not sure what you are talking about. What would "the best of a repair kit" mean for starters, and why would high skill have anything to do with it?

You need 1 duct tape, 1 scrap electronics, 2 scrap metal, 1 wonderglue and 1 wrench. 50 repair which is easily achieved by 30 repair, the comprehension perk and a 'fixing things' book. It is as easy as that.

The degree to which a repair kit repairs a weapon is based on your repair skill, at say 30 Repair, the kit restores a weapon by 15% but at 75 repair it restores a weapon by 25%.

Ah, so if you repair right away while you still have the 50 repair you will get 20%. Excellent, so the rule would be: you have to do it all at once for maximum effect. They are so easy to make I just keep everything above the bar and have never paid that much attention to the actual amount. I run repair up to about 55 or so so I'm always doing about 20% then. I could get 25% with a book at that point.

My favorite would be Shotgun Surgeon, because it allows my Riot Shotgun to own everybody.

The worst to me would be Nuka Chemist, because I never use food items that much.

Cant help but feel the best perks are the ones, you get granted for completing challenges (simple example: bug stomper) as they compliment the way in which you develop your character thought game play rather than just being a bonus for leveling up. In this respect it would be nice to see specific perks for individual guns, equipment, ect.

Yes, it would be neat if you after using shotguns for a while got the "shotgun surgeon"-perk, or after blowing people's heads off with guns got the "gunslinger"-perk etc. That would make the developing of your character feel more "natural" *cough*.

I like how it's possible to upgrade the character through the achievement perks, reading skill books and buying implants (plus the leveling up) but I wish there were even more minor ways in addition to those mentioned already, like for instance a gun-school-institution of a kind, where you could buy or earn gun-related perks etc.

Yah all that perk is, is a short term benefit but if you think about it, its still terrible. Such a waste and you dont even get to choose a perk.
