Need Help with resolution and general visual quality

Ok so ive recently hooked my PC up to my 24 inch TV and the resolution is slightly higher than my old one when i use DVI new one 1400x900 old 1360xdunno and anyway when im playing games and even on the desktop it looks like everything is really jagged and i am unable to turn the sharpness down to smooth it. It might be just me not being used to the different res but i need help here are some images of me playing MOH at medium settings across the board on 1400x900 which is the max it will allow in DVI there is also one of my steam library.

If you press full size at the bottom that is exactly what it looks like on my screen no difference.

Also the monitor i currently use supports 1080p according to the website and box but when i put HDMI in i can pick to use 1920x1080 but the screen gets cut off on the sides top and bottom, it does that with all of the resolutions i am able to pick when i have HDMI in even 800x600 how can i fix this? there is also no way to move the screen sides as well like you can on most games settings using the TV controls.

Any help would be appreciated.
