Steam connection

Do I need a permanent internet connection to play or just to register with Steam. I have a mobile internet dongle which charges per gbyte, hence it would not be worth buying. I saw a review that said this was the case. BTW what is DLC?

Steam is the security measure, and the means of developer updates. It authenticates the game as being one you can play. Steam requires an active internet connection to install the game (even if you have the DVD). Steam will allow itself to be set to Offline mode, but it really does not seem to be the intention that you always play that way.

Steam has a lot more features than just serving as a launch platform. You can purchase and download other games through it, get DLC, patches and updates for NV, post on their forums, join groups and chat with other players online, and so forth.
