I think these things need to be more available and my only reliable sources is that quartermaster guy in hoover dam its that or it should come in quantity because tesla cannons and gatling lasers take a lot(favorite weapons)

I know those places but i think they should have an increased quantity or an energy weapon dealer that doesnt have a frozen inventory like the silver rush

i need micro fusion cells for my multi-plas and aer-14 and i cannot convert sec's well not that i know of

Then make your choice, you have accessability to ammo, all you need to do is prioritize which ammo type to use.
You can convert MFC, SEC and ECP to any of the others, you cannot convert over charge, max charge or bulk ammo.
So here's what you do: use the [wait] for three days, 72 hours, then go to each general store/weapons merchant and buy ammo.
If you still don't think you have enough then wait an additional three days, 72 hours, and repeat.

By the way, if your choice is to use AER14 and Multiplas then expect ammo to flush away at an incredible pace.
One shot with the AER14 using MCMFC with 100 science means that each shot eats 5 regular MFC, that's 60 ammo per clip.
Multiplas is even more horrid with it's ammo consumption.
So if you're gonna use weapons that eat ammo then you're going to be short on ammo a lot.
I use Q3 most of the time since it's ammo/shot ratio is 1:1 and has decent damage.

Other options are Pulse Pistol for electronics and power armor wearing enemies.
Gauss Rifle but preferably YCS for sniping as it's mostly a one hit kill even with regular MFC and even bulk MFC.
Holorifle if you got Dead Money, it's by far overall the best energy weapon.
RCW+ is also very very godly with the right perks and the weapon mod.
I hear that Plasma Caster is suppose to be good but I've never found it to be any spectacular, still, you might think differently.

To my knowledge the save reload trick works for merchant inventories still.

You know the standard Laser rifle w/ the +3 DAM mod works pretty well.
Very accurate and easy on ammo, more CND than the unique version too.

But yes, you can convert SEC to ECP - with enough science skill

I find if you need more power to bypass DT, it seems to be more efficient to use the YCS/186(w/standard ammo) rather than use Max charge ammo in another gun.
Max Charge ammo= 5 MFC
YCS./186 = 4 MFC

I noticed a big difference when I took Vigilant Recycler at level 6 instead of waiting.
Always seemed to have plenty of ammo.

Don't forget Bulk & OC cells of all types can be recycled once shot.

If you want mass supplies of ECPs go see the Khans' armorer in Red Rock Canyon (storm cellar of the totaled house at the canyon mouth), she often has well over a thousand of them. Also carries a goodly supply of EC and MFC, with the former reaching several hundred at a time and the latter up to about 300 or so.

There's also the option to make nice with the BoS, in which case a crate will appear in the bunker that refills constantly (roughly daily) with 1-3 types of standard EW ammo in decent amounts.

Another thing you can do, although a lot of people can't be bothered, is to make a circuit of the relevant vendors then wait until whichever of Wednesday or Sunday is next up and hit them all again. I've been doing this on my current character, who uses a Gatling Laser and a Multiplas Rifle, and I have well over 3500 spare Max Charge rounds for each.
