Can you reset quest to start over?

Unfortunately no, other than PC console commands as Gabriel77dan wrote. For New Vegas and FO3 I make a save right before I leave the starting area. It is so I can go back and change things/make a new character without having to go through the beginning/tutorial stuff.

I have opened the console and tried this, to no avail, maybe I lack computer savy!

You may not be able to enter the Monorail because of a invisible wall glitch before you inform Hsu, to prevent this problem you need to inform Hsu that you killed Curtis and then proceed to the monorail as fast as you can, however there is a good chance you won't get there in time, thus causing you to fail the Quest. Alternatively you can restart the quest by using "resetquest 000e790f" in the console on PC to fix the glitch and allow you to walk onto the monorail.

Ooops, saw it was reset quest not game. Sorry about that. I blame my bifocals once again. I still haven't got use to these things (it's been 2 years too).
