Whenever I walk in an NCR base with, say, an NCR Mantle Armor, it is a disguise because I am just a random grunt. Same deal with Legion. However, if I wear Centurion armor(the most 1337 armor the legion has) while idolized by Legion, they talk trash and show no respect, for example they may say "Degenerates like you belong on a cross!" I'm sorry, but I thought Centurions/Veteran Rangers were feared, respected and people looked up to them. I don't feel these armors should be disguises. For example, if I am Vilified by the NCR and walk into McCarran with a VR armor, they should be wondering what the hell a Ranger is doing there and be suspicious. However, they should still be considered faction armor in the sense you walk into the opposite's camp and they will open fire, regardless of reputation.
Prime Example: Super hero of the NCR, the Mojave Legend who saved Kimball's life, has eliminated Caesar and forced the Legion into a retreat, can't use his NCR status in conversations because he is disguised as a badass Ranger.
