Does anyone know of anything one can do in order to increase their Evil karma?
It is frustrating when you are running through Fiend territory or Goul territory and wind up getting a bunch of Good Karma for killing them.

I've stolen about everything that isn't nailed down, so any new advise would be welcomed.

Why care if you have evil or good karma though?
It doesn't really mean anything in this game, what matters are the choices you make with people and factions and their reputation bars.
Anyway, getting [Vilified] karma on The Strip doesn't really mean anything so you could always go kill the generic NPCs there as I think they respawn.
