so if i turn IS off then how is chance to hit (CtH) without vats calculated? am i thinking right : i aim at enemy (no meaning if i aim at foot or head or torso) the program calculate CtH using my perception , gun and then body part chance to hit and then choose if hit is on the head or other body parts and calculate the damage ?

Aiming with Ironsights off will be the calculated the same with it on.

Despite what the intro screens say, there is no real evidence that supports that Perception actually affects weapon accuracy. There are mods to further support that it doesn't by adding the element into the game.

What body part you aim is the body part you get until you reach a certain distance between you and your target. That is when auto aim kicks in and bends your shot, whether it be from or towards your target, or at the body part you're getting at or a completely different one.
