More Character Exploration

I have played Oblivion and Fallout fairly extensively, and now in waiting for New Vegas I have been contemplating which one to mess around on. It has come to my attention that Oblivion seems to have more exploration in which sorts of characters you can create. Fairly easy to create anything from a knight to a ninja, but in Fallout it is generally a gunslinger or ... gunslinger.

Do you think this is a problem with Fallout? Obviously it is supposed to be shooter-esque...but that seems to hinder the amount of creativity in character forming.

Well, fighting is always involved, but you can have a character who's a sniper type (long-range combat), a knight type (close in and wears power armor), a ninja type (high Sneak and lockpick), a mad bomber (grenades are readily available), or a diplomat (lots of quests can end nonviolently if you use Speech or the right perk).
