I've never heard of a bug where unique characters respawn after death.

You killed them both right? When you went back they were both alive. Maybe their ghosts that have come back to haunt you for wiping out the town.

Idk about this one, truly first time I hear about it. But you can check the wiki site and see the bugs for these two characters.

Well. For future reference then. Energy Weapons can vaporize ghosts!

Maybe a robot dug them out of their graves and now they have a plan to cross the entire Mojave just to find you and get their revenge.
