There's also a side quest you get from Lt. Boyd in Camp McCarran. You go looking for a missing NCR Trooper. When you find his killer you can get cut in on a deal they have with Freeside to get caps every couple days. No karma loss since it's kind of a "good" deciscion to let them keep stealing water.
