I have some information that may or may not help:
If this is the issue with players ending up in Goodsprings, the problem is with your load order, the order that the game.. well, loads stuff. What happens is that the patch can move the FalloutNV.esm to the very bottom of your load order. What this means is that the DLCs are loaded first, with the main file loaded last. The effect of that is that the DLC .ESMs are being overwritten by the FalloutNV.esm, meaning that anything the DLCs would change is changed back by the FalloutNV.esm. THe only way to fix this issue is to A) change the load order, which is impossible, or B) delete your DLC and re-download, thus restoring the FalloutNV.esm to it's proper place at the top of the load order.
However, if this is the issue about the game telling you that you don't have the DLC when you load up a pre-patch save then all that can be done is wait for a new patch... for the patch. You still have the DLC, it's just that the game doesn't seem to recognize it as such. Loading a save with this issue can cause it to become corrupt, so it's best to wait until the next *sigh* patch-patch.
