Console Command/Mod/Fix to Fix Vigor Tester

I have played about a total of 70 hours (with various characters and mods) of New Vegas without much problem. Only a couple CTDs here and there and the rare fall-through-the-ground-into-nothingness but now when i try to create a new character after deleting my old ones (I wanted to try out new mods) I go to activate the vigor tester and i am stuck on the strength stat and can only make it go up with the down arrow but I cannot make it go down with the up arrow and i cannot go to the next stat so the only thing i can do it make strength go up to 10 and then nothing. I had not played new vegas for months because I did not have my PC and now I just recently installed nvamp and got this problem. I uninstalled nvamp and reinstalled new vegas but the problem still persists. Is there some way i can roll back to previous updates or maybe an alternate start mod where i can just skip the vigor tester part? Note that I currently have no mods installed at all.

Is it repeatable, ie: does it do this when you try to start another new character? If you haven't tried this yet, you'll only lose about 39 seconds of play time. If it is repeatable, then it may be possible you didn't completely uninstall all the of mod. Did you uninstall FONV completely before you re-installed? Trash the folders and everything?

Yes, it's repeatable by your definition. I am reinstalling again, this time deleting every reference to new vegas I could find on my computer (besides my saved mods) And this time I set it to not update automatically so hopefully it will stay at the earliest dead money update.

I Got it working, I must have deleted something that was causing it. If you never would have suggested that I wouldnt have dug further and deleted it. Thank you.
