I think Meyers is the best for the overall happiness of Primm. If you put NCR in power, Primm residents will often [censored] about the new taxes and regulations, and justice really isn't a black-and-white (or 1 and 0) decision to be left to a robot. Plus, you'll notice that the people of Primm like Meyers, they say that though he's a hard man, he's fair.
Granted, when the Legion is still a constant threat, the NCR may be better. But if Primm becomes NCR land they'll stay as such forever and that's not necessarily good for them.
People are essentially idiots though. More often than not to try to explain anything to the typical LCD citizen is pointless, if i may paraphrase Bill Maher here, trying to explain the necessity of taxes and how in practice those taxes translate into a tangable benefit for the citizen who pays them is like trying to explain to your dog why your going to the vet. In the end just open the car door and jangle the leash, so it really does not matter who you put in charge just so long as you do. I put the NCR in charge this time and they do complain about NCR taxes, idiots, they were complaining about the powder gangers earlier and the PGs actually took over the town. In the end people are morons, in high school the equal would be the special education kids or as i like to refer to them, the football team. Where as i am the Courier, the president of the AV club, advanced placement, so i will content myself to jangle the leash to save myself some time and do what i think is best. My feeling is if you do not like the choice i make to bad this problem could have been handled by any of the "concerned" citizens of Primm, instead they choose to cower in the casino and hope some one would solve thier problem. Jangle, jangle, jangle, you get the NCR this time so shut up and get in the car. LOLZ
