Exorcist Heads and NPC's animation bug

Hey Guys.
At first, sorry for my bad english, i'm from germany.
I have 3 Problems with Fallout 3:

My NPC's heads are rotating like in this video: http://www.youtube.com/watch?v=BIyVEQ8MdkE&p=F79EA3419E9A9FFC&playnext=1&index=51
But it's just if I talk to NPC's without dialoge options.

And now the worst bug.
Some actions dont run like they should be. The game stucks and you cant going on, but it is not a freeze
The error occurred the first time when i was born in the game. After you can choose a male or a female charater your father says something like: We have a daughter/son. And then the game stucks and you cant do anything except scream (E) or go to the menu (ESC). On my other Computer my mother dies and you get out of the room.
This error occurs while somebody is talking to me (The best sample is: If you start the last misson in the regular game, you have a briefing and the woman talks to other man (In german they are called: Lyon's Pride) what they have to do (http://npshare.de/files/6874baf5/ScreenShot4.bmp). The woman says to a man, that he has to start the big robot, and then it happens nothing (It looks like http://npshare.de/files/ad3ea0b2/ScreenShot5.bmp). I have found out that you can sometimes fix this problem if you press ^ chose the person, which should say/do anything and enter the word http://npshare.de/files/d5d309b1/ScreenShot6.bmp. Sometimes they go on, but only sometimes.)
And I can't take some dead person, and my companion shoots on this person all the time, like the person would be still alive.

If searched so many times for a solution, but i've never found one.
Can somebody help me?

How did you acquire your Fallout 3 copy? As in Steam, Digital Download, Physical CD, or ISO from .

If it's the first two, uninstall, then re-download and reinstall.
If it's a Physical CD, you shouldn't have problems, but re-install anyway.
The last one? Umm... all I can say is, don't download this game like that... but if you insist on NOT SUPPORTING THE PEOPLE WHO MADE THIS GAME (I'm a hippie, I know, but I have bought other games from them... and I'm broke 97% of the time), then try a different torrent, and re-install.
