I can only go to the Penthouse, or the Main Casino Lobby... why is this?

Right now i'm mainly NCR. They adore me. I cleaned Nelson/Cottonwood/etc. of Legions... XD

So, would talking to him affect my main quest at all? (I'm doing For the Republic right now, LV39)

EDIT: BTW, I already have the Chip... I've had it for a whhiiileeeee now lol. When I first enter The Strip I kill Benny ASAP. Lil rat deserved every swing of my tucked away Knife!

It will only effect it after the quest The House Always Wins II. I think... either II or III. Thats when Don't Tread on The Bear! usually appears/fails and you cannot interact with the NCR anymore. Or the Legion for that matter.
