Well obviously, spiked knuckles for melee... don't think any of the NV companions have an autogyro, tho....

Use the Bedraggled hairstyle, and try to get the sliders to the spot that looks most like beard stubble if you aren't on PC and can't mod. If you can mod, I recommend you use this armor: http://www.newvegasnexus.com/downloads/file.php?id=38738

Well, first off, get a dog. Rex should do.
As for equipment, like people before me said, get the Sawed-off shotty as your main, brass knuckles and lotsa knives(throwing too perhaps?).
If you are on PC, you can also get the Chinese pistol which Max uses in MM3(I know, it's a Mauser).

Definetly have Small Guns, Repair and Survival as the main skills.
Max is also supposed to be very agile (as seen in a scene where he grabs a snake before it can bite him)

I haven't seen gazillion of ruins and much of an urban combat in any Mad Max movie. It's mostly a desert Wasteland with a few settlements(which pretty much fits FO1 and NV).
