Im trying to do the quest Flags of Our Foul-Ups and i need a higher explosive skill but im lvl 35 and found the books that give +3 skill, but is it posiable to take 2 Patriot's Cookbook at the same time?

How about you go run around for a bit, Kill some things. Level up. Then go back and do the quest.

Skill Magazines do not stack and are temporary. Skill Books are a permanent increase to your skills.

Skill Magazine +10(+20 with Comprehension)
Skill Book +3(+4 with Comprehension)

If your only missing a few points try wearing some clothes that add to your perception or take some drugs.

Yes, one point of PER increase increases its governed skills by 2 points. Those being Energy Weapons, Explosives and Lockpick.

Or wear a Blastmaster Helmet if you can find one

I believe you can always fall back on O'Hanrahan's advice and simply convince the squad to work together, so making the speech checks of 40 may be easier.
