Has anyone else had this problem?

I ranked armour up to level 12 and the unlock you're supposed to receive didn't unlock.

Now I'm at the level cap without Detonation Delay. I hate 'nade spam around crash sites and really want this module. That and I could do with the extra XP I'd earn from the level ups as I'm almost level 50.
