Op, it will be a hard sell. I'm saying this as someone who initially contacted Mr. Caen for the Fallout movie awhile back. I was working for Crystal Sky at the time. The production studio had rights to films like Tekken, Soul Caliber, Castlevania, Pacman, as well as some marvel titles. Well needless to say, I believe progress would have been made concerning the adaptation of the Fallout franchise if gamesas still had the rights to it. Once Bethesda got involved, it was a no go. I can honestly say, good luck, but given that Bethesda is involved, if we couldnt get any progress with a film production company backing us, I dont think you will get any farther. It never hurts to try though.
Everyone, entrepreneur, creative artists, people who make things happen, all have to give it a shot. You never know where you will end up, whether its film, game design, or a grunt worker in a office wondering "where did i go wrong?".
A bit advice I can give you. Write the screen play anyways. You do not really need permission to do that. You can then get that screen play over to Bethesda. If they want to make a film from it, you will be contacted, though if that happens I suggest immediately getting a lit agent to look out for your best interest. If Bethesda doesn't like it, and tells you to get rid of it...simply do what the guys who were told to cease and desist on the Fallout pnp rpg did... rename it and make some changes so its not "technically" fallout. Register the screen play with the writers guild, and then push to get a production company and or studio to pick it up/get represented by a lit agent and they will distribute it.
