Sounds like a load of Bullshit to me.

What are teh plans?

Personally I hate having a world Time Clock, it never seems to be the time I need. I would like to see a "Wait until..." command, its always been an essential part of Fallout. Waiting until night to break into a house to steal a diamond necklace. Waiting until daylight for the stores to open (or waiting in the stores for the stores to close and then robbing the place blind).Waiting to catch a water thief.
Maybe in v13, you can "wait until Midnight" and that will put you out of phase with players who are playing "during the noon".
