I don't really have a particular combo that I use. But there are a few things which tends to always end up the same, with each new character, every single time in FO1, FO2 and FOT.
Nr 1: Agility - 10. I ALWAYS have 10 in agility, no matter what type of character I make. The main reason is because I want those 10 action points from the start. A secondary reason is that it effects armour class and 9 different skills (off which 6 I tend to use fairly often).
Nr 2: Gifted. I really like the 7 extra attribute points you get from this, because it means I can have max in agility plus a fairly high level in strength, perception, intelligence and charisma. Or having max agility and max in 1-2 other ability's, and still having a decent level of ability in the rest. Sure, I lose 10% in starting skill, and 5 skillpoints per level, but I can live with that, since the amount of skills I really focus on is fairly small anyway.
Nr 3: Strength 6-7. 7 in FO1/2, so I can have str 10 with power armour. Str 6 in FOT, because the advanced power armour you can get there has a +4 str bonus on it.
Nr 4: Small Arms + Sneak. I always play my characters with Small Arms because I prefer playing the game with really long ranged weapon, mainly sniper, where my normal backup weapon is a automatic shotgun. And I get sneak for the obvious reason, because I love to sneak around, find a nice place to take aim from, and let the sniper get in a few well placed headshots. That's how I play almost every other game I play, be they RPG's, FPS's or other.
As for everything else, it depends on what kind of sniper character I make.
