In my personal and very unofficial opinion,
I really don't see a game there to be honest, mostly just a tech demo. Speaking from experience, if you want your game to be considered for publishing by any company you'll have to show it off in a more completed form.
For independent developers who might not have a name or portfolio behind them, I think anywhere between 75-100% complete is a good measure but it varies from project to project of course. When you think your project is in a good enough form to present you should use this form,

The business people (who would decide on such a thing) don't browse the forums very much so the form is the best bet.
