Will Harold be making any sort of appearance? Every Fallout game needs a Harold. And it shouldn't be hard. Just get another from the Vending machine.

We MUST have a Harold. Would be an awesome hidden place to find when exploring(see my Exploration post), maybe get a few quests you wouldn't get at the quest hubs.

As for having an appearance by Harold, it may depend on when FOOL takes place. Consider Harold's condition in FO3.

Even if we disregard fallout 3 as canon the fallout bible still says that the tree on Harolds head continued to grow until it whent through his eyesockets, I think it almost said something like that, however, the timeline of that event is unsure.

Depends on when specifically Fallout Online takes place. If it's right around F2 Timeframe they can put it way before the events of Fallout 3. It could be at a halfway stage where it's getting large and has fruit but hasn't taken over him.
