Full loot PVP aint so bad.
There's another fan-made fallout online mmo game based on the fallout1/2 sprites, where literally everything is possible loot wise. I've been a part of that game for a while now, and i must say the constant danger gives a very true-to-fallout athmosphere.
In cities NPC guards wont let pvp happen -most of the time as they arent immortal, players can trade relitavely safely(beware of thiefs tho, yes, the steal skill is implemented and you can steal anything), but in the wasteland, if you are alone, and come across another player, its risky in the first place to communicate as the first player to fire usually wins...This gives the players a sense of caution, which every single other game lacks. Every game is about the "hero" theme, that you can do anything reckless without any consequence. Dont like a player who is 200 levels above me? Smack him in the face why not. Not in fo2238 tho, if you see a guy in metal armor, run first, ask questions later.
But how can this system work? Well in no-loot-losing-upon-death games like...WoW, what else... you grind days, weeks, and months to get an item you want, and never lose it again. Items have high value, and can be overpowered, but lives dont have any value. In FO2238, you can mine/salvage/chopwood/etc for ~20-40 mins and can craft yourself a full set of gear, which is quite balanced. Items have smaller value, and you watch for your life, so that 20-40 mins aint wasted quickly.
It is however very risky profit wise as ripflex pointed out, many casual players get frustrated and quit because they feel their work is gone wasted when a pack of rats kill you easily(xp is not lost upon death tho).
Life in FO2238 is harsh, as everyone there tell you. Low level players get attacked by deathclaws, or high level players act like raiders and shoot everything that moves. Not for the casual scene. Its a working system nontheless, and can be polished to make it more user friendly, like adding lever restrictions for low level players, like not putting a level 1-6 player in a random encounter with 5 lvl 21 dudes armed to the teeth.
Best solution: PvE, and PvP server rulesets. 'nuff said
