Yikes, look like a some sort of cult faction! You can faintly make out another robed fellas consumed in the dust back there... a few of them actually. Kind of reminds me of the Dust guys from Star Wars, the ones that tried to bash Luke's head in. Have the Huboligists come back as a military faction?

Ya it's definitely a uniform you can see a couple more like him in the background. By far my favorite concept art for this game so far. Not high tech but wearing gear that would be suitable for the wastes(as suitable as something can be for the wastes.
