So, I've gotten Air Stomp to level 3, here are my thoughts.

I understand that if you want to level AS, but if you are "using" AS, you are doing it wrong.

I agree, there has to be a reason to use the ability in and of itself. If you can just shoot the guy anyhow whats the point.

Yeah, no point in shooting them first; if you're going to shoot them you might as well kill them that way.. Although, if you've taken the first hit, and know you're going to lose the gunfight, after landing a couple of bullets you can powerjump and stomp and occasionally get the kill. It's been done to me before and it was awesome. Slide-kicking with this tactic also works.

I might be wrong but , I think that air stomp is also affected by the hit detection bug . if yes , then that would be the main problem and not the damage and/or blast radius .

Well hit detection may well be the issue. Before the patch I was getting people who weren't directly underneath me, and even managed a few decent triple kills with it; but, whether coincidence or not, since the patch it feels like my blast radius has been significantly reduced. I'm certain this isn't a deliberate move, or it would have been mentioned.. but it's damn annoying.

Is it just me or does jumping before the person hits the ground makes the damage received a lot less?

how u can see that on each lvl what the effect it will have ? cuz i cant see any effect info just ( Lv 1 or 2 or 3 thats all
