I've got the Jaw available for selection, but I need a weapon unlock to use it. How do the weapon unlocks work? I thought it had to do with ranking up, but that's clearly not the case.

I think it's to do with weapon achievements. Like getting a certain amount of kills with the Scar and such. Not sure myself TBH.
