I'd rather they do that to boost their scores than using hacks in 'regular' matches to boost their scores. Now they're only messing up the scoreboard, not the actual gameplay.

I don't like that these kind of boosting mechanisms are used, but I can see them as a predictable side-effect of having rank based gameplay where amount of time played matters in terms of available equipment (like how team fortress 2 had/has idle servers and achievement-servers). Not much you can do about it besides being grateful that those people do this in a separate server, one that we will never have to visit.
