there will be 2 releases i believe, 1 kit for modding and mapmaking etc, which should be free. and a developer kit which can be used to create a full game, but i think it will be very expensive.

You can make anything with it.Like ,animated projects,Animated movies,games,etc.
Well it is not thing like you get cryengine then you will get to make whatever game you like.
You need team to work with.
You need Ideas.
You need story.
You need to know what the hell are you dealing with.
You need basic concepts of handling editing software's like c++,java,Other graphic stuff,etc.
It is just a engine like a car has one,but you need to make chacy for that car and do some wiring and put stuff together.
You will get the Idea if you do some work around Autocad.
I am not discouraging you.I just wanted to let you know this before you buy some cry engine thing.
If you know this then its great.

But you can make maps with map editor very easily.(Sandbox editor 3 will be free for download)
Youtube video tutorials will be available
So don't worry.
But still sandbox editor 2 is very complex.
I can't do much with it.
I still don't know many options sandbox 2 have.
So sandbox editor 3 will be a big challenge for me ,I suppose....... -_-'

Both the Crysis 2 sandbox 3 editor and Cry Engine 3 SDK will be all available for free.

So to answer your question, yes, you will be able to make your own game, if you know how to, that is.

want i want actually is to meke a cinematic, like a movie!:)

And i will buy C2 end of the year to PC, will play a lot(single and multiplayer) and will try to create a cinematic,for free!:)!!!

It is basically a mod/dev tool, therefor PC only. Console owners will be lucky if mods can even be made for them.

Blah blah lucky - Consoles already have mod tools for games - LBP for one so modding is possible albeit on a asmaller scale thats what the C" map editor is for and the free sdk and DEV is PC only- NO reason not to have a simple level ediotr on console - Laziness or formatism if C" editor doesnt make it to console - ill definately be asking for refund if one there is no editor for console and two if you cant produce on pC and transfer to console.

If it isnt made easy and available for console then a lot of custom firmware and downloading is gonna happen Crytek

The CE3 release we get will even have LiveCreate, which means if you can plug your PC into a 360, PS3, or both you can play realtime as the map is made :)
