No.

To power melee just hold down the melee button and when it is charged up you will power melee. Same thing with power throw, except you hold down the fire button and have to release it on your own.

not for multiplayer sadly... they could weaken the normal hit to 3 or 4 hits for a kill and introduce the power melee for a 1 shot kill also disable that charge thing cause it basically aims for you...
