ok i had to reboot 3 times first 2 times didnt stick i had the born again dogtag the first 2 times now im missing it and im also missing a mystery dogtag

so i was wondering how the **** do i get them

No reboots, Had the collect dog tag perk fully unlocked, then reseted to level 1 two times in 4 weeks! WTF
