My idea (logic) why Crytek disabled the CVars and locked the

devmode

It's because, they were too busy fixing other fings or implementing them instead of writing a proper cheatprotection.
In Crysis Wars you can't join servers with enabled devmode because you get kicked from punkbuster.
In Crysis 2 there is no Cheatprotection like punkbuster, so they thought:
"We have 2 choices:
1. go with the cheaters (we would have MUCH more of them now if they've chosen this) and allow people to edit CVars & use devmode
2. release the game with disabled CVars & devmode"

They need time to implement proper working protections, and so they can't release a proper cheatprotection in 2 weeks or so :)
You understand me?

I am fully on Crytek's side and hope they unlock the console, not later than when the modding tools get released.

EDIT:
And oh, I forgot:
In the Leak (yeah, I am one of the baaad guys who has got the leak and I have to admit:
In the leak, with the fully unlocked console, etc. in the multiplayer you could just enable the devmode and then you got invincible...
So my logic is imo right ;)

You know... I really dont care do they had two options of twenty two. I buyed this game because I thought it will be fricking pro multiplayable.

And Im really pissed due to lack of communication with Crytek on their official Crysis 2 forum.

There is only one fair business rule: you dont release anything untill it can be playable.
Crytek went into wrong direction and they gonna suffer for it like we do now.

yeah they could always lock those CVARS but its unacceprtable that they lock the graphics settings that actually make the game better then the rediculus extreme setting.

I found out something interesting:
When Crysis 1 has been released everyone was complaining: "wtf.. the game runs with 5fps on my rig.. worse program code" and nobody could play the game
Now, when Crysis 2 has been released a month ago we were (and still ARE!) complaining: "wtf.. Crytek, fix the bugs.. I can't play the multiplayer. No DX11? I won't play the singleplayer. What's that NanoCatalyst bug.. " and nobody could play the game at release.
See the similarity?

On the whole cheating spectrum I'd take armour and cloak hacks over invinicible anyday, at least then you've got a chance of killing the bugger, even if it's only by pure luck.

Maybe they work on too powerfull machines when making game. I have samsung rf-711 sp01 laptop and for me it runs good (I do not need DX11 really) but the multiplayer issues are slowly killing this game and enthusiasm in C2 gamers.

I just dont like to be disconnected after few minutes of playing when my ping is 30-50ms and I dont have issues with my internet connection.

Im guessing they tested the multiplayer on some sort of local server where ping was something like < 15.
