Campaign doesn't mean "single player game".
Campaign: A series of operations undertaken to achieve a set goal; as, an election campaign, a military campaign, an advertising campaign; To take part in a campaign
The elements of levelling your character and unlocking things and improving your stats is in itself a campaign.

However, as Jac points out, its common parlance not only among gamers but for developers as well. EVERY other game developer when using the term Cooperative Campaign, it has always meant there was either a cooperative story element with AI or it was human players versus AI like in Horde/FF/Zombies.
I have never heard or seen a game dev ever refer to competitive multiplayer (human v. human) as a cooperative campaign. Until now.
Regardless of its intent, its misleading none the less.
