Black screen issues after updating ATI drivers through Steam : IV

So I just tried the Steam graphics drivers update thing and restarted my computer and everything, when I try to play Oblivion, it goes through the menus just fine but shows the game itself with a black screen and a 1 pixel wide line of the game on the top and left sides of the screen. I am currently downloading the latest drivers directly from ATI to see if that's the problem, but I don't know. Keep in mind that this ONLY happens in Oblivion.

I have an ATI Radeon HD XFX 5650 running Windows 7 64 bit. It was working yesterday before I updated.

EDIT2: OBSE is causing it, I'll check to see if my OBSE is up to date or not.
EDIT3: The culprit was OBGE's Godray filter
