Command to limit FPS?

I am wondering if there is a command to limit FPS, I dont want to use Vsync as I want 60-100fps not 60 or less.
Without a limit my GPU is always at 90+% as it renders the loadscreens at 500-1000fps which is not giving it time to cool down between maps.

Umm.. that doesn't matter, it won't even be breaking a sweat on the loadscreens. Have you overclocked your GPU? My 4870 always stays at around 72c.

the scenes that are 500+ FPS are pre-rendered cut scene.

It breaks a sweat in the loadscreens just as much as in game because there is no FPS limit, its actually moreso in the loadscreens because its not limitted by the CPU, regardless my system is GPU bound for this game so GPU is constantly at 90+% which is a good thing but not to be running at all the time.
I am overclocked luckily though my GPU is not going over 90degrees so its not a serious issue.
