FNV PreOrder Content (Classic Pack) won't install

I've cleared game data, deleted the DLC data, and nothing. The code works fine, DLC downloads and installs to the harddrive, but it won't link with the game data at all. I'm at wits end here. Suggestions?

Apparently all Canadians are French, since installing the French version is what finally did it. Shmucks.
